What Are the YouTube Monetization Requirements in 2026?
Google's YouTube Partner Program overview lists two routes into the program. Both need 1,000 subscribers. After that, you choose between long-form watch time and Shorts views. You only need to meet one route, not both.

The same page adds a few conditions that people skip. You must live in a country where the program runs, have access to advanced features on YouTube, and follow the channel monetization policies. YouTube can also switch monetization off for a channel that posts nothing, on uploads or the Posts tab, for 6 months or more.
There is one date to put in your calendar. The overview page says updated partner terms take effect on February 1, 2027, and creators must accept them in YouTube Studio by January 31, 2027, to keep full monetization.
Why Doesn't the 500-Subscriber Tier Work in Pakistan?
You may have seen videos promising monetization at 500 subscribers. That offer is real, but it is regional. YouTube's page on the expanded YouTube Partner Program sets the lower bar at 500 subscribers, 3 public uploads in the last 90 days, and either 3,000 watch hours or 3 million Shorts views. That tier gives early access to memberships, Super Chat, Super Thanks and Shopping, not ad revenue.
Pakistan does not appear on the list of countries where that expanded tier is available. The full program is a different story: Pakistan is listed on YouTube's Partner Program availability page. A channel run from Pakistan works toward the 1,000-subscriber thresholds and nothing lower.
I mention this early because I've seen students plan a whole month around a 500-subscriber target that was never going to apply to them. Plan for 1,000 from day one.
Checklist Part 1: Set Up the Account Before You Need It
Some YouTube monetization requirements have nothing to do with views. These items take an evening and cost nothing. Doing them now prevents delays when you finally cross the thresholds.
- Turn on 2-Step Verification for the Google account that owns the channel. Use an authenticator app rather than SMS alone if your SIM changes often.
- Enable advanced features in YouTube Studio under Settings, then Channel, then Feature eligibility, and follow the verification steps it shows.
- Use your real legal name and address when you create AdSense later. They must match your CNIC and the bank account that will receive payments.
- Check for strikes in YouTube Studio. An active Community Guidelines strike blocks the application until it expires.
- Write a clear channel description that says what you make and who it's for. Reviewers read the About section, as you'll see in Part 3.
Checklist Part 2: Hit the Numbers That Actually Count
The word "qualified" in the YouTube monetization requirements matters. In an August 2026 post on the YouTube blog, the company spelled out what it includes and leaves out.
Watch Hours That Count
Qualified watch hours come from public long-form videos, including podcasts, and from livestreams you archive on the channel. Hours from private, unlisted or deleted videos don't count. Neither do views where your video ran as an ad, time spent on Shorts, or livestreams you didn't keep.
That last point surprises people. If you run a promotion that plays your video as an ad, those views may raise your view count without moving you toward 4,000 hours.
Shorts Views That Count
Qualified Shorts views are engaged views on public Shorts. An engaged view means the person watched past the first few seconds, and loops are not counted. You can see engaged views for each Short in YouTube Analytics.
Image posts that appear in the Shorts feed don't count, and long-form views don't add to the Shorts total either. The two routes are separate buckets.
Which Route Suits Your Channel?
Pick the route that matches the content you already enjoy making. A tutorial channel in Urdu, a cooking channel or a podcast tends to build watch hours, because each viewer stays for several minutes. A comedy or quick-tips channel tends to collect Shorts views faster. Many channels post both and simply watch which counter moves first in YouTube Studio.
Whichever you choose, the window keeps rolling. Watch hours from 13 months ago drop out of the count, so steady uploads matter more than one viral month.
Checklist Part 3: Make Content That Passes Review
Meeting the numeric YouTube monetization requirements gets your application in the queue. A human reviewer then decides whether the channel fits YouTube's channel monetization policies. In my experience, this is where most Pakistani channels that meet the numbers still get turned down.
Reused Content
YouTube defines reused content as material taken from YouTube or elsewhere online and posted with little change. Typical rejections include drama clips stitched together with no narration, song compilations from different artists, and tracks that are only sped up or pitched down. These are rejected even if you have permission to use the clips.
Commentary changes the picture. A review that critiques a clip, a reaction that adds your own analysis, or a cricket replay where you explain the bowler's plan are all listed as acceptable. The test is whether your input is the main thing a viewer gets.
Inauthentic (Template) Content
In July 2025 YouTube renamed "repetitious content" to "inauthentic content." It covers videos that look mass-produced from one template: image slideshows, scrolling text with little narration, and AI videos built from generic templates with no original insight. A shared intro and outro is fine, as long as the main content differs from video to video.
What Reviewers Look At
Reviewers can't watch every upload. YouTube says they focus on the channel's main theme, the most-viewed and newest videos, the videos with the most watch time, and your titles, thumbnails, descriptions and About section. Clean those up before you press Apply.
How Long Does Review Take, and What If You're Rejected?
According to YouTube's help page on monetization rejections, a review usually takes about a month. If you're turned down, you have two options:
- Appeal within 21 days if you believe the reviewer got it wrong.
- Reapply after 30 days. This applies to a first rejection. After a second rejection, or if you've already reapplied once, the wait becomes 90 days.
Don't reapply with the same channel unchanged. Meeting the YouTube monetization requirements on paper isn't enough if the content still breaks policy. Use the waiting period to delete or rework the videos that look reused or templated, and to rewrite vague titles and descriptions. Start with whichever policy the rejection message points to.
From Approval to Your First AdSense Payment
Approval starts the money side, but payments follow AdSense's own calendar. Google's payment timeline runs the same way every month:
- By the 3rd: last month's estimated earnings are finalized and posted to your AdSense Payments page.
- By the 20th: your balance must reach the payment threshold, and any payment holds must be cleared.
- 21st to 26th: the payment is issued, moving to the next business day if the 21st falls on a weekend or holiday.
The AdSense thresholds page sets the US-dollar payment threshold at $100. Address verification kicks in at $10, when Google posts a PIN to the address on your account. Make sure that address is complete, with house number, street, area and postal code, because a PIN letter that never arrives holds up everything after it.
Below $100, your earnings simply roll over to the next month. For a small channel, the first payment can take several months to arrive even after approval, so budget for that.
What About Taxes on YouTube Income in Pakistan?
Two separate tax systems touch your earnings. This section explains how they work in plain terms. I'm a trainer, not a tax adviser, so confirm your own case with a tax professional.
US Withholding on US Viewers
YouTube's US tax requirements page says creators outside the US may have 0 to 30% withheld from earnings that come from US viewers, depending on tax treaties. If you never submit your tax information, Google may withhold up to 24% of your total worldwide earnings instead. Submit the form in AdSense; YouTube says the yearly deadline for tax info and treaty claims is December 10.
FBR's View-Based Benchmark
In Pakistan, Arab News reported on October 7, 2026 that FBR has set a benchmark of Rs. 195 per 1,000 views on monetized YouTube content for tax purposes. Your taxable remuneration is the higher of that estimate or what you actually earned. Creators can deduct expenses of up to 30% of revenue, and must pay advance tax quarterly.
If your real earnings are lower than the benchmark, you can say so, but you'll need proof such as YouTube revenue reports and payout statements that match your bank credits. Unmonetized views are not taxed under this estimate. The practical lesson: keep every AdSense statement and bank record from the first payment onward.
Note that Rs. 195 is a tax-estimation figure, not a promise of what YouTube will pay you. Real earnings vary widely by topic, audience country and video length.
A Realistic Plan for a New Channel
No one can promise when a new channel will meet the YouTube monetization requirements. What you can control is the routine. Here is the plan I suggest to students starting from zero:
- Pick one topic and one audience. "Phone repair tips in Urdu for shop owners" is easier to grow than "everything I like."
- Publish on a fixed schedule you can keep for six months, such as one long video and three Shorts a week.
- Improve one editing skill per month: tighter cuts, cleaner audio, better captions, then a reusable intro.
- Review YouTube Analytics every Sunday. Look at average view duration and engaged Shorts views, not just total views.
- Audit the channel against Part 3 before you apply, as if you were the reviewer.
